NOTE: It is imperative following a disaster that all units within the University be prepared to document accounting, expenditures and losses for purposes of reimbursement, disaster assistance, and insurance claims. Each function within this plan will be required to develop cost documentation procedures that comply with laws and requirements set forth by the State of Washington, FEMA, and/or CWU’s insurance carrier as applicable.

ORGANIZATION AND RESPONSIBILITIES

A. Overview 1. The Basic Plan presents the policies and concepts of operations that guide how the university will conduct mitigation, preparedness, response, and recovery activities. 2. The Annexes describe emergency management activities and give details supporting the Basic Plan.

B. Responsibilities 1. Responsibilities for the Emergency Management Organization staff are summarized below. 2. There is a detailed position checklist starting on page 24. a. President

(1) The President is responsible for the day-to-day operation of the university, and ensures all activities and responsibilities addressed in the CEMP are carried out effectively and in a timely manner. (2) If an emergency or disaster occurs, the President will declare an emergency and rescind the emergency declaration, as appropriate for the situation. b. Chief of Police, University Police and Public Safety (UPPS) (1) The Chief of Police is responsible for management of the University Police and Public Safety and the university’s emergency management program. (2) In an emergency the Chief will activate the Incident Command System and will assume the role of Incident Commander, or appoint the Incident Commander, as appropriate. The Chief will coordinate emergency response activities within the jurisdictional boundaries of CWU during multi-jurisdictional incidents and participate in the Incident Command System that may be established by City, County, State, or Federal agencies. c. Other staff positions may be assigned emergency management responsibilities as the situation warrants.

INFORMATION COLLECTION, ANALYSIS AND DISSEMINATION

A. Overview 1. In the event of a crises or disaster, the university must deliver accurate information as promptly as possible, and all official public information should come from a limited number of specified spokespersons. 2. The university’s chief public information officer (PIO) is the Vice President of Public Affairs. This individual is responsible for communicating university activities and policies internally and externally on behalf of CWU. The PIO is the university’s point of contact with all news agencies regarding emergency preparedness initiatives, as well as all other CWU-related questions, concerns, or events. In particular, the Department of Public Affairs should coordinate communications with campus and off-campus news and information media on a variety of platforms to ensure that the university’s public information response to a disaster is quick, accurate, and responsible.
