A. Identification and Vulnerability 1. The State Emergency Management Division has divided the state into 9 regions for planning purposes. Kittitas County is in Region 7 which also includes the counties of Grant, Douglas, Chelan and Okanogan. The State planning map is included as Figure 1. 2. Threats and hazards of concern are identified in a variety of ways including the use of historical information, review of existing plans, including operational plans, existing hazard mitigation plans, and subject matter expertise to identify

all threats and hazards which have the potential to impact the planning region (Region 7). 3. The overall threats and hazards of concern to Kittitas County are identified as follows:

4. These hazards may have a direct or indirect effect on the personnel and facilities of CWU. 5. Each one must be considered separately and appropriate plans created. Most of these plans already exist and many of these issues are addressed in the CEMP. B. Assessment 1. There are several important planning elements when assessing the potential risk and impact. They include: a. Type of hazard b. Hazard area location c. Potential scope and severity d. Number of people potentially involved e. Impacts: Each hazard may have one or more impacts (1) Death, injury (2) Damage to physical property (3) Environmental impact (4) Disruption of university activities (5) Economic impact (6) Image, reputation and perception of the University
