ANNEX D: POST INCIDENT, EXERCISES AND REQUIRED TRAINING

Purpose This Comprehensive Emergency Management Plan (CEMP) addresses a wide variety of emergency situations and provides guidelines for response. It is essential that all university personnel who may be affected by issues addressed in the plan, or who may have specific assigned responsibilities, read and understand the plan. In addition all affected personnel must be trained on the nature and scope of their responsibilities and on how to perform their tasks effectively and efficiently. Scope Emergency management is a complex and often frustrating activity. Key players are pulled in every direction. Ad hoc committees form and individuals take responsibilities and initiate actions that may seem appropriate at the time, but in the end add to the confusion and may even be counterproductive. Training begins with reading and understanding the plan and its concepts. If the plan is followed, time is saved and confusion is minimized. Any major emergency tends to be organized chaos but with strong, well-trained leadership, the chaos can be controlled. There has to be buy-in. Those individuals who insist on doing things their way, existing plans notwithstanding, become major hindrances. The best way to ensure buy-in is training. Training together as a team develops the team. If each person understands their responsibility, knows their job, knows their place in the structure and is given the space and tools to do the job, the operation will run as smoothly as it possibly can. 1. The Vice President of Operations, or other designated individual will schedule an After Action Review (AAR) after a major incident or event. The AAR will be scheduled as soon as possible after the incident or event and shall include all appropriate participants. 2. The AAR will focus on any lessons learned and will be followed up by a written report. If appropriate, an improvement plan will be included in the written report. B. Exercises 1. Exercises and drills are a vital part of Central Washington University’s CEMP. The Vice President of Operations or designee will normally conduct two table top exercises annually. 2. The exercises will be offered to departments and senior leadership, as requested. Additionally, local response agencies will be included in the exercises as available/interested. C. Training 1. All University departments should ensure their employees are thoroughly familiar with the CEMP. Awareness training can be accomplished in training sessions, staff meetings, computer based training, or through any other program deemed appropriate by the department head. Concept of Operations A.
