The completed feasibility study, based on guidance from the Highway Safety Manual, concluded that the proposed improvements would result in a reduction in overall collisions by 19.3 percent and produce a 14.3-percent reduction in injury collisions. IMPACT : The addition of the protected left-turn pockets and traffic-light phases on E. University Way will greatly improve access to CWU, reduce vehicle conflicts with pedestrians in cross walks, and reduce delays on E. University Way as vehicles currently stop in through lanes waiting to turn left. Congestion is most prevalent at the end of every hour during class change at the University. The City completed its 2017 Comprehensive Plan, which included the compilation of a prioritized 20 Year Project List. The Wildcat Way and E. University Way Intersection ranked highly on this list as a Tier 1 project placing 7th out of 68 projects. • Easement #1: A 461 ft2 easement at the NW corner of the intersection, about 10 ft wide. The need for this easement was anticipated when the parking lot at this corner was constructed. • Easement #2: From the SW corner of the intersection, a 2,424 ft2 easement that includes a 236 foot-long strip, approximately 5 ft wide, running west to Ruby Street. • Easement #3: From the SE corner, a 2,675 ft2 easement running east to Anderson Street, approximately 10-feet wide. The easement will eliminate two parking stalls in parking lot C-6. • The SE corner will be expanded, moving the curb west to align with Wildcat Way. The gateway sign will be repositioned toward the southwest revised corner. The general appearance of all the corners will not change. The NW corner will be moved west about 20 feet and will be reconstructed with concrete sidewalks. The NE corner will be moved a few feet west and will be reconstructed with the existing paver stones. The existing CWU gateway sign on the NE corner will not be disturbed. The SE corner and existing CWU gateway sign will be moved about 10 feet south and 30 feet west and the sidewalk will be reconstructed with the existing paver stones. The SW corner will be moved about 10 feet south and 50 feet west and will be reconstructed with concrete sidewalks. The project will primarily install sidewalk and landscaping (grass) outside of the right of way on CWU property. In addition, a storm-water infiltration feature, finished in grass, will be installed on the south side of E. University Way east of Sprague St. on CWU property outside of the right of way. Parking curb and asphalt patching will be performed to restore the C-6 parking lot. PROJECT COST: The total project cost is $1.96 million to re-engineer the intersection and replace sidewalks and gutters. The costs of the project that are associated with CWU is loss of right of way, two parking spots, and of shrubs and concrete planters adjacent to the C-6 parking lot. If CWU elects to redesign the C-6 parking lot there will be associated costs. SCHEDULE: The city would like to execute this roadway easement at the next BOT meeting. This would allow for project completion prior to Fall Quarter 2019. The City of Ellensburg requests easements of CWU right of way leading into the intersection:
