Central Washington University Board of Trustees October 16, 2025 Action – Fiscal Year 2026 Budget Approval Central Washington University’s anticipated operating revenue for Fiscal Year 2026 will be approximately $252 million, up nearly 2.0% from the prior year actuals. Compared to the prior year, the increase in revenues is due to higher state appropriation for the State’s contribution to faculty & staff wage increases partially offset by slightly lower residential occupancy than the prior year. Enrollment slightly exceeded our planning targets, which will help offset general inflation on goods & services. The FY26 operating budget reflects the successful multi-year effort across the institution to calibrate our staffing levels to enrollment levels. Our most significant expense driver is related to employee costs (wages & benefits) which are flat compared to the prior year, despite absorbing across-the-board wage increases and higher healthcare costs. We will continue this effort, and that is reflected in our assumptions embedded in the FY26 operating budget. Total student enrollment has stabilized, due to higher retention generally as well as consistent incoming first year and transfer cohort sizes.
