Giovanna Mingarelli is ready to go to bat for people across the newly formed federal riding of Prescott–Russell–Cumberland. Mingarelli, who was raised in Rockland and comes from a family of fifth-generation Canadian farmers, is the Liberal candidate for the recently realigned riding currently represented by Member of Parliament Fran- cis Drouin. Drouin previously announced he will not seek re-election, paving the way for a new face to represent the riding at the federal level. “I believe that I am the best candidate for this riding, and I believe in our party’s strong and unified vision for all Canadians,” said Mingarelli in an interview with The Vision the day after Prime Minister Mark Carney called an election. “For more than 20 years I have been politically involved, and I am honoured for this opportunity.” Mingarelli has always been interested in politics. She co-oped on Parliament Hill in the office of former Liberal MP Marlene Catterall and handled press inquiries for former prime minister Paul Martin. Now, as the co-founder of three com- panies, she is a member of the Clarence- Rockland Chamber of Commerce. To manage the fallout, Russell Township is taking a series of mitigation steps, inclu- ding reviewing contracts for cost escalation clauses, updating financial plans, engaging with suppliers, and participating in advocacy efforts through the Association of Munici- palities of Ontario (AMO). A dedicated Tariff Management Plan has also been developed for the Recreation Complex project to manage pricing risks and secure materials in a volatile market. Council will be kept informed through quarterly financial updates that will include specific tracking of tariff-related impacts. A brief public notice is also expected to be posted on the township website to reassure residents that staff are closely monitoring the situation.
Russell Township could see its 2025 budget hit with more than $2 million in additional costs as a result of the U.S.’s threat of tariffs on Canadian steel. According to a report presented to council on March 24, the tariffs -- along with Cana- da’s counter-tariffs -- are expected to raise the cost of construction materials, delay procurement, and strain the township’s financial flexibility. The impact is particularly significant for major capital projects like the new Recreation Complex, which could face a cost increase of roughly $2.15 million. The report notes that while the projected NJMMJPOJNQBDUSFQSFTFOUTBQFS cent increase to the capital budget -- within the township’s five per cent contingency -- it may reduce the municipality’s ability to absorb future change orders without budget adjustments.
