February 4, 2021 TO: NIGA Executive Officers FR: Executive Director RE: NIGA FY 2021 Outlook And Clarion Joint Partnership ******************* CONFIDENTIAL*********************************** Dear NIGA Officers: This is an update on NIGA’s current FY 2021 Budget and Forecast. With the worsening Coronavirus pandemic, on December 1 st , NIGA’s D.C. offices returned to Phase 1of the D.C. Government’s Order for non-essential businesses. NIGA continues to hold weekly webinars and calls with the Tribal Gaming industry and NIGA’s lawyer-lobbyists. NIGA Staff continue to meet by conference once a week to coordinate projects and administrative issues. NIGA’s maintenance personnel continue to work on the property as needed, and the secretary is in the office every Monday to sort the mail and perform other tasks as needed on-site. D.C. and the surrounding suburbs expect the current Phase 1 restrictions to be in place until March 1 st , 2021, although there has been a noticeable decrease in Covid cases since mid-January. NIGA Fiscal Outlook FY 2021 In October, NIGA held its Virtual Annual Conference and Board of Directors. The Board of Directors adopted three (3) different FY 2021 Budgets depending on how long the pandemic lasts into 2021. At the time of the October meetings, there was at least the possibility of an April 2021 Tradeshow in San Diego. NIGA’s annual tradeshow is historically 70% of our fiscal year budget. Without a 2020 Tradeshow, NIGA was able to make it through the year on Tradeshow revenues collected through March 2020 (with no refunds) and NIGA Membership dues. NIGA collected very little Associate Member Dues in 2020 given the fact that our Associate Members had paid into the postponed Tradeshow, we thought it only fair to hold off on 2020 Associate Membership dues. On December 1 st , the San Diego Convention Center notified NIGA that the California Governor’s office had cancelled all large gatherings in the State through March 31 st , 2021. We expect NIGA’s April 19 th , 2021, Tradeshow and Annual Conference to again be postponed by the State of California. Therefore, the Deputy Director and I are proceeding with the Approved NIGA 2021 Budget that forecast $0 (zero) Tradeshow income.
