Nous avons

What can a “lame duck” council do? GREGG CHAMBERLAIN GREGG.CHAMBERLAIN@EAP.ON.CA EMBRUN | Approve now or leave it for the new council in December? That is a ques- tion that occupied the minds of mem- bers of the old council during their last meeting of their mandate.

either a municipal loan or draw on the township’s reserve funds. The report also recommends putting $50,000 extra into the winter control reserve, bringing it up to $100,000 in anticipation of snow remo- val and other needs this season. Laurin noted he does not object to the report’s recommendations. But he does not feel a “lame duck” council has the au- thority to approve the use of surplus funds before the end of the year. Provincial regu- lations for “lame duck” council situations following a civic election forbid approval of any major !nancial matters during the weeks leading up to inauguration of the new council. Chief Administrative O#cer Jean Leduc told council that the “lame duck” proto- col should not apply in this situation as the money is part of an already-approved municipal budget. Council would just be okaying di"erent uses for the money. The report recommendation was appro- ved in a 2-1 registered vote with Coun. Laurin’s the negative vote. The money will go towards full payment of the Burton Bridge facelift, completion of the Embrun splashpad project, work at Stiver Park, the township’s accessibility program, and improvements for public transit bus shelters. The winter control reserve will get $50,000 and $15,000 go into a new emergency !re department call reserve fund.

Coun. Éric Bazinet was absent for the Nov. 17 regular council meeting, leaving incumbent councillors Jamie Laurin, Pierre Leroux, and Calvin Pol to ponder a !nance report recommendation from administra- tion concerning some leftover money in the 2014 municipal budget. “I feel this decision should be made by the next council,” Laurin said. “I won’t be voting (for) on this tonight.” The report stated that as of mid-Novem- ber there is at least $297,000 of unused funds in the 2014 budget. Whether or not there will be more unused money by the end of the year is not known. Unused money is recorded as surplus in the !nal year-end budget report council receives the following year. The $297,000 that remains now is for the most part from allowed-for contingency expenses that never occurred. Rather than wait until the year-end report and have it all decla- red surplus, administration recommends using the $297,000 now to cover all of the budgeted expenses for various small capi- tal projects that otherwise might require
