Cambridgeshire County Council seek to provide public services to the population of 650,000 people within the County. The Council is embarking on an ambitious period of estate transformation in order to ensure greater commercial returns are generated from both the urban and rural portfolios. This is in addition to day to day operational delivery across the estate portfolio in order tomeet the needs of its staff, partners and the community it serves. The Head of Facilities Management is responsible for leading the development and delivery of the Council’s Facilities Strategy, ensuring effective and efficient running of the portfolio whilst driving a customer centric approach.

The Estate
The asset valuation of the estate is circa £1.3bn comprising investment, operational and community assets. The portfolio also incorporates a significant rural estate, comprising 33,000 acres which generates £5m in annual rental income. In total, the portfolio includes 130 assets which all play a key part in the delivery of local services to the people of Cambridgeshire.
Estates Strategy
The financial challenges faced by the Council have been well documented. Reducing central funding coupled with growing demand for services has resulted in the Council having to look innovatively at everything it does. The Council established the Commercial and Investment Committee during 2016 to drive a more commercial approach within the organisation and to deliver better financial returns from its property and asset holdings. The remit of the Committee now includes driving all aspects of the Council’s commercial agenda. As a consequence the Committee have agreed that as part of this programme it will develop a strategic approach to commercial acquisitions. Any commercial acquisition carries with it a
degree of risk and as this involves the investment of public funds the rationale for engaging in such activity should be clear. The Council is looking to invest to mitigate budgetary pressures and to increase revenue that supports front line services. The wider Estates Strategy which seeks to develop effective relationships with Members, Developers and strategic partners. Tasked with continuing to create a ‘best in class’ facilities management service (including Hard and Soft FM, M&E and Compliance), the Head of Facilities will be responsible for creating and implementing the Council’s Facilities Strategy moving forward.
Job Description
Job Title : HEAD OF FACILITIES MANAGEMENT Overall purpose of the job
Oversee, manage and develop the strategic planning, procurement, operation, delivery and im- provement of Facilities Management across the CCC Estate to ensure that CCC has a safe and compli- ant workspaces and premises for staff and customers. Responsible for team of approx. 19 staff managing Facilities Management operations across £1.3bn CCC Estate (excluding Farms). Annual spend (capital & revenue) circa £6m. This role will ensure that FM are a core part of the Property Service Improvement Plan and Property Asset Strategy.
Main accountabilities
• Toprovide visible leadership for the FacilitiesManagement function across CCCboth internally and externally, including direct engagement with Executive Directors, Members and senior representatives of partner agencies and stakeholder bodies. • Take strategic responsibility and accountability for the creation & development of the CCC Facilities Management strategy and ensure it is aligned with the CCC Property Asset Strategy to provide effective and high quality facilities management of the £1.3bn CCC Estate
• Responsible for ensuring that Council’s operational Estate is operational and compliant through the delivery of FM services, meeting Health and Safety and other statutory requirements, working along side the Property Compliance team on corporate compliance policy and delivery across the Estate. • Ensure security of building users and comfortable working environments through the management of high-quality soft and hard FM services including client services and building fit-out and refurbishment. • Providemanagement oversight of the CCC Property Helpdesk (internal FMhelpdesk function) and ensure the Helpdesk and FM functions provide a 24/7/365 service supporting both the CCC Estate and CCC services with FM needs.
• Develop and deliver the CCC FM strategy and solve operational issues by building trust and relationships with stakeholders and building users. Establish streamlined and effective processes for resolving reactive issues and problems efficiently and effectively.
• Collaborate with the Strategic Asset team to lead a whole life cycle approach to the management of assets in order to maximise asset performance and achieve best value.
• Provide effective financial management of the FM budgets to meet budget targets and any agreed savings and efficiencies.
• Take a leading role in the development and implementation of the ‘Corporate Landlord’ model for CCC’s operational Estate.
• Develop FM strategy inform a strategic view of property portfolio, utilising latest knowledge, solutions and technology. Ensure that the FM providers maintain asset data records to inform the estate strategy and information is property database systems.
