Countermeasures The channelisation of the Mississippi River cuts off annual floods to the coastal zone, and thereby eliminates the rejuvenation region’s wetlands and barrier islands. The increase in water salinity lev- els and the lack of a replacement soil, along with fragmentation from resource extraction (oil and natural gas), has contributed to the erosion of a vital ecosystem. The resulting degradation has significantly impacted the region’s initial defence against hurricanes. Rebuilding New Orleans requires flooding coun- termeasures conceived within an integrated hydro- logic network. These components, in combination with an active management regime, are scalar in their operation, such that their deployment within the region and city results in a nested strategy of resilience. Designed as conceptual walls, conduits, basins, or controls, the intent is to use these com- ponents to direct, contain, or absorb water.
