MEMBERSHIP RECLAMATION PROCEDURES 1. PURPOSE: These procedures pertain to all Orients and Consistories under the cognizance of this United Supreme Council (USC). They establish the process for the restoration of membership of former members of Consistories, and Honorary/Emeriti/Past Active members of the USC who were dropped from the roles due to the non-payment of dues only. In addition, the structure of the procedures is intended to ensure accountability, efficient and uniform processing of reclamation packets. 2. BACKGROUND: The need for a jurisdiction wide process for the efficient outreach, engagement and processing of former members who have been dropped from the roles of consistories within this jurisdiction for non- payment of dues, and have expressed a desire for restoration, has been recognized. The procedures below are to be immediately implemented and adhered to. As previously announced, a Reclamation Sub-Committee has been formed. The committee members will work in conjunction with the Reclamation Coordinators, who have been appointed within each Orient. It should be understood that there is nothing in these procedures which prohibits a consistory from proceeding with the reinstatement of a former member who contacts a consistory official directly, expressing a desire to reinstate. Nor is there a need to report that to the Reclamation Committee. Petitioners whose reinstatement process has been initiated by the committee will continue with that process to closure to avoid duplication of effort. 3. PROCESS: Within ten days after the submission of consistory quarterly reports, the Orient Reclamation Coordinator will submit to the Committee Member assigned as his Point of Contact, the following information for any former members of the Orient reported by a consistory as dropped for non-payment of dues on quarterly reports, preferably in an Excel Spreadsheet: Name, Grade, Consistory Name & Number, Date Advanced/Elevated, Postal Address, Email Address, Telephone Number, Date Dropped for Non-Payment of Dues. Upon receipt of the requested information from an Orient Reclamation Coordinator, the assigned Committee Member will reach out to the former member and engage him to determine if he has an interest in reinstatement in The Scottish Rite. This engagement is intended to be an informative exchange, not a simple question and answer exchange. When a former member indicates a desire to reinstate, he will be provided with: a Petition for Reinstatement, a fillable letter to the Consistory providing information pertaining his consistory and Blue House membership, to be completed and signed by him, instructions for completion and details regarding any validation documents required to be submitted as a part of his packet. The petitioner will be instructed to complete the packet and return it to the Committee Member. Upon receipt, the Committee Member will review the packet for sufficiency. After assuring that all information/ documentation required is contained therein, he will forward the packet to the Orient Coordinator for review and forwarding to the Consistory for action. A. SUBLIME PRINCES: Upon receipt, the consistory will review the packet and initiate the necessary actions regarding the Petition for Reinstatement. If subsequently approved, the consistory will notify the Orient Reclamation Coordinator, he will apprise the assigned Committee Member. It is the responsibility of the consistory to notify the petitioner of the reinstatement approval, welcome him back into the consistory as an active member, apprise him of funds due (reinstatement fee & dues), and the desired method of transmittal of the funds. B. GIG/SGIG: Upon receipt, the consistory will review the packet and initiate the necessary actions regarding the Petition for Reinstatement. If subsequently approved, it is the responsibility of the consistory to notify the petitioner of the reinstatement approval for the consistory, welcome him back into the consistory as an active member, inform him of the amount of funds due, and the desired method of transmittal of funds. As reinstatement as an Honorary Member of the USC requires action at that level, the consistory will also notify the Orient Reclamation Coordinator and provide him with the packet, documentation reflecting the reinstatement approval (the petition) and a copy of the dues card provided the petitioner, or a copy of the receipt for consistory dues and any reinstatement fees.
