Ultimately, this is not a story of one discipline lecturing the other β it is a story of convergence. Broadband infrastructure sits at the intersection of physical and digital risk, and the line between H&S and cyber is fading whether we welcome it or not. The cyber regulation at play also requires clear ownership and accountability of all activities related to cyber. If the interdependence between H&S and cyber is increasing, so must the alignment of governance outcomes. If we want safer, more resilient networks, the dialogue between the disciplines must deepen β not out of academic curiosity, but out of necessity. The lessons each field has learned, whether over centuries or decades, are too valuable to leave siloed.
Des Ward Des Ward is the Professional Services Director of Business Secure, and Chair of the INCA Special Interest Group on Cyber and Security. Des has been working in the Information Risk Management industry for over 30 years (15 in telco). Heβs been involved with either consulting on (or writing) network compliance frameworks such as N3, PSN, CAS(T), HSCN and now TSA. His background and skillset ranges from the technical to the non- technical, which allows him to analyse complex challenges and explain to senior stakeholders how telecoms can navigate them with the minimum of burden.
Daniel Gaunt Daniel Gaunt is the Health and Safety Manager at MS3 Networks, and a Director of the SHiFT (Safety and Health in Fibre Telecoms) Group. SHiFT was formed in 2023 as a collaborative effort between UK Fibre Asset Owners to drive collaboration and improvement in health and safety practices across the UK fibre industry.
