Explain and demonstrate control, communication and correct action of the switching person during switching operations including general safe practice and principles of switching including team communications.
Explain and demonstrate applying the hierarchy of switching (as per ENA Model Distribution Safety Rules: 3.5.7 or a relevant equivalent)
a. All switchgear operations shall, so far as reasonably practicable, be planned and completed in accordance with the following hierarchy:
(i) Remotely via remote control facilities
(ii) Remotely on site via control panels in a different room to the switchgear being operated
(iii) Remotely via a control panel in the same room as the switchgear being operated
(iv) Remotely via an Approved umbilical device or similar; or
(v) Via the operating facilities on the switchgear
Lead participants in a practical walk-through exercise with available HV facilities and equipment that demonstrates why we work the way we do when HV switching
a.
Correct Location
b.
Correct Switchgear
c.
Correct Switch
d.
Switch is in expected position (on/off etc)
e. Confirm permission to switch granted from control person
f.
Earthing is attached and undamaged
g. All equipment readings in within safe operating range (gas pressures or other parameters depending on equipment type)
Prompt participants to use their senses to check for unsafe conditions, asking open-ended questions on what we can learn from our senses in a HV work environment:
a.
sight, smell, hearing, taste, feel
Demonstrate operating under different conditions, prompting the participants to suggest how they should act safely to a HV system in:
