English not needed for Ward Four councillor to deal with local issues?
The councillor also noted that the issue of bilingualism would not become one of the dominant concerns in Ward 4. "Yes, it is a problem," said Gerry Bertrand, adding that there should be a bylaw decla- ring the City of Clarence-Rockland officially bilingual. "We cannot force someone to speak either English or French, but it (bilin- gualism) certainly is an important issue when it concerns representing the citizens of Clarence-Rockland. During the meeting, Coun. Félio asked Archambault not to respond to some ques- tions, notably those coming from Bertrand, who is a candidate in the upcoming civic election. Félio argued that for Archambault to engage Bertrand in any discussion about bilingualism or other issues at that time would go against the municipal law that
regulates campaigning during an election year. When Bertrand continued to press Ar- chambault on the matter, Félio threatened to file a complaint against him with the Mi- nistry of Municipal Affairs. "You are using a public forum to do your campaigning, " said Félio. In a later email to media, Félio noted that Ontario Premier Kathleen Wynne is not fluent in French and yet her ability to communicate with Ontario residents is not hampered. Mayor Marcel Guibord blamed a parti- cular group of citizens for the criticisms against Archambault. The mayor said that every effort is made to accommodate people in their own lan- guage at city hall and at council.

At least as far as it con- cerns who speaks for themand to themon Clarence-Rockland city council. “There is no law that requires me to speak in Englishwhen you are a francophone,”said Jacques Archambault, who now represents Ward 4 on city council. Archambault has been the subject of criticism, much of it originating from the Facebook page for the Citoyen de Clarence- Rockland Citizens group, following his first “town hall”meeting April 3 as the newWard 4 councillor. Archambault was appointed as the replacement for Raymond Serrurier, who resigned as Ward 4 representative ear- lier this year. Most of the criticism about Archambault’s
appointment to council concerns his abi- lity, or lack of ability, to speak to any of his English constituents in their own language. The April 3 town hall session with Ar- chambault was held in Clarence Creek which is part of Ward 5. Joining with the new councillor wereWard 5 Coun. Guy Félio and several members of city administration. Suzanne Normoyle, who lives in Ward 4 and is part of the Citoyen de Clarence- Rockland Citizens group, tried at first to get answers to her questions in English from Archambault. "I am from your ward," she said, "and I would rather you answered me in English." "There is nothing that obliges me to speak to you in English, madame," said Archambault, adding that a translator was available.
