PERSON SPECIFICATION

Education Essential: • Educated to degree level or equivalent

Knowledge Essential: • Knowledge of the site appraisal and construction development processes, e.g. RIBA, construction contract options, tendering processes • Good understanding of construction procurement processes including negotiation with third parties • Confident user of computer software packages at intermediate level, including Microsoft Office products, including PowerPoint and Outlook. Desirable: • Understanding and knowledge of funding opportunities from both the public and private sectors

Desirable: • Recognised project management and/or programme management qualification (e.g. APM, MSP, PRINCE2).

Experience Essential:

• Experience of managing, monitoring and reporting on a complex capital development programme • Experience of managing a large number of complex construction or development contracts • Excellent understanding and experience of effective financial and budgetary management • Experience of commissioning and managing work from external providers • Experience of managing and motivating staff

Skills & Abilities: Essential: • Excellent communication skills

• Ability to use programme management software • Time management skills; the ability to plan and juggle a number of tasks and meet deadlines under pressure with enthusiasm and tenacity. • Work effectively as part of a team within a complex organisation. Desirable: • An understanding of the need for excellent customer service and an ability to develop and maintain good working relationships with key staff and all stakeholders and the evaluation of existing service provision to ensure appropriate developments and innovative solutions are proposed. • Facilitation and negotiation skills.
