LYTTON FIRST NATION NUUAUTIN IR 2B SUBDIVISION AND STEIN WATER SYSTEM IMPROVEMENT PROJECTS

and the Stein Water System Improvements. The Federal Government is funding each of these projects separately through Indigenous Services Canada Community Initiatives. The Stein Water System currently does not have capacity to service the proposed Nuuautin IR 2B subdivision. The upgrade will provide increased water capacity to the LFN community currently connected to the Stein Water System. This upgrade to the system will service the new subdivision, address existing and future capacity concerns, and increase the reliability of the existing system, ensuring long term sustainability, and community safety.

As part the recovery efforts following the Lytton Creek Wildfire, 39 temporary modular homes were constructed on Inkluckcheen IR 21 and Nuuautin IR 2 in 2022, along with a new community centre and band office. Additional homes are still needed, and it is a significant priority for LFN to build more homes for community members that are still without housing. LFN has contracted Aplin Martin to design a 28-Home Subdivision

• LFN selected Nuuautin IR 2B as the preferred location for this new subdivision based on a subdivision feasibility study, as well as consistency with LFN land use plans. • The subdivision project originates from a previous community engagement and community approval in 2006. This area was known as East Fraser Subdivision (99-unit subdivision), referenced in the LFN land use plan (2016), and every CCP since starting CCP work. • Indigenous Services Canada (ISC) funded the Subdivision Feasibility Study to look at two location options for housing and the reservoir location: the Battlefield on Inkluckcheen IR 21, and a parcel on Nuuautin IR 2B. • The Stein Water System Improvement Project is based on a feasibility study conducted in 2023 that identified the key upgrade needs for the Stein Water System.

ENVIRONMENTAL ANALYSIS

• The subdivision will be located within the Ponderosa Pine very dry hot (PPxh) biogeoclimatic subzone.

• Measures will be implemented to protect the Western Rattlesnake during development, supported by a detailed Snake Mitigation Plan.

STEIN WATER SYSTEM IMPROVEMENT PROJECT

•Locations of the water system upgrades: Nuuautin IR 2, 2B, 21, and Kleetlekut IR 22. The Stein Water System expanse is on West and East side of the Fraser River. •Pump station upgrades will be located within Stryen 9, and Inkluckcheen 21. • The Water System will exceed the ISC requirements for fire storage and meet the Fire Underwriters Survey (FUS) specifications of 67 L/s for 1.5 hours for single-family homes, and 117 L/s for 2 hours for institutional buildings (specifically at the new Stein Valley Nlakapamux School). •The Water System is projected to support population growth over the next 20 years. This is based on growth projections from Indigenous Services Canada’s Indigenous Statistics and Research Unit.

The new reservoir and pump system will increase the capacity of the water system to support the new subdivision. The reservoir will be buried underground to provide natural protection from fires. The pump system will be housed in a concrete pump station similar to the rest of the existing system.

WHAT IS THE CURRENT USAGE AND CAPACITY OF THE STEIN WATER SYSTEM? Based on a 2023 Water Improvement Feasibility Study, and 2024 flow monitoring results, it was confirmed that while the Stein Water System can handle regular daily demands, its capacity is limited in meeting demand during peak or busy hours. This means the water system may struggle to cope with sudden high demands that may be associated with emergencies such as fire suppression. This project will increase the capacity of water available to the community by implementing a new water intake and reservoir. The water system upgrades are designed to accommodate 20-year forecasted on-reserve population; the upgrades are planned to provide capacity for the next 20 years at a minimum, based on the current rate of on-reserve population growth. Alkali Road will be upgraded and designated as the primary access route for the Nuuautin 2B Subdivision and other homes on Alkali Road. Green Meadows Road will be designated as an Emergency Egress route upon completion of the subdivision. During construction, Green Meadows Road will be utilized temporarily as the primary access route. WHAT WILL BE THE EMERGENCY ROUTE FOR THE NEW SUBDIVISION?

Alkali Road will be improved and extended to create a formal intersection and road access off Highway 12.

WHY?

INDIGENOUS SERVICES CANADA (ISC) FUNDING PROGRAM

FAR (Feasibility Application Request): This application is made during the initial planning stage. This funding enables feasibility studies to be conducted to assess the project’s viability. Indigenous communities and/or organizations who are seeking funding for capital projects through ISC must adhere to structured funding programs. The FAR, DAR, and PAR are applications paired with cost estimate reports to request funding at different stages of a project.

DAR (Design Application Request): This application is made to initiate the design phase once the project is deemed feasible. This funding enables spending of funds necessary to complete the project design.

PAR (Project Application Request): This application is made to enable the construction phase. This funding enables the construction of the project, permitting the spending of the remaining project funds.
