PERSON SPECIFICATION Essential Attributes and Requirements: • Appropriate academic qualification to Degree level in a Facilities, Construction, or Building Services Engineering, related discipline. • Be a Chartered Engineer or Chartered Surveyor and hold Professional Chartered Membership of CIBSE, IMechE, RICS, or equivalent Professional Institution. • An established track record and experience in Facilities Management across a wide portfolio of building types. • Experience setting and monitoring standards in respect to Facilities Management. • Experience of producing quality briefing documents to enable consulting engineers to develop design briefs that meet the University’s requirements • Experience of producing high quality reports and correspondence, and giving clear oral reports/presentations. • Experience of managing and controlling budgets/resources/funding. • Must be proficient in: • Facilities Management best practice • Day to day facilities, engineering, maintenance and energy strategies. • Must have working knowledge of:- • Health & Safety legislation • Facilities Management best practice • Contractual practices and procedures • People management and related Human Resources issues • Sound written communication skills commensurate with the requirements the post • IT literate with a good understanding of industry –relevant software systems and processes • Policy implementation/adaptation skills and knowledge, aligned to central organisational/business aims • Liaison and networking skills obtained within a comparable role and work environment, with the ability to work effectively in partnership with others from within and outside the organisation • Excellent verbal communication skills • Influencing skills, in relation to advising/guiding reporting staff and other colleagues, gained within a similar role in a comparable working environment • Ability to conduct effective individual meetings and reviews • Evidence of readily accepting individual accountability and effective use of initiative • Trainer-training qualification or proven understanding of principles through experience • Ability to manage and prioritise own workload in meeting requirements/ deadlines on a similar scope and scale Desirable Attributes and Requirements : • Health and Safety qualification (e.g. NEBOSH Certificate) • Trainer-training qualification or proven understanding of principles through experience • Awareness of environmental sustainability as it applies to the activities of a workplace and its employees • Awareness of Health & Safety, Equality Diversity and Inclusion, and Information Governance as applicable to the workplace and its employees

General • Directly responsible to the Assistant Head of Facilities – Maintenance and Compliance from whom professional, technical and policy guidance is received as necessary but with the minimum of supervision • Responsible for a team comprising supervisory, technical and administrative staff. • To assist the Assistant Head of Unit in technical and internal policy matters with the FMC activities. • To assist the Assistant Head of Unit and other Managers in formulating and recommending policy on wider issues effecting the efficient operation of the Unit and on wider issues as directed • To Assist the Unit Manager in recognising and meeting changing operational needs imposed by external influences by providing positive response • The post holder will normally be office based, but in the execution of their duties will be required to visit all parts of the University, both internal and external, including, but not limited to offices, laboratories, lecture theatres, plant rooms, roofs etc. • Required to visit the University during “out of hours” to attend emergencies, abnormal occurrences etc. • Ensure that all personal actions are in line with the overall environmental aims of The University of Manchester, undertaking all tasks in an environmentally sustainable manner - promoting environmental sustainability where opportune. • Adhere to and support University policies, procedures and requirements including those relating to Health & Safety, Equality Diversity and Inclusion, and Information Governance.
