Nursing Home and Assisted Living Facility Resident Rights CS/CS/HB 443, by Representative Slosberg, FAILED. The companion bill SB 830, by Senator Farmer, never had a committee hearing. AARP supported this legislation. The legislation would have aligned Florida law with federal regulations. It would have required nursing homes to provide residents access to, but not copies of, personal and medical records within 24 hours of the residents’ requests (excluding weekends and holidays) and to provide copies of the records to residents or their authorized representatives within two working days of the requests. It would have required ALFs to give residents (or their legal representative) 45 days advance written notice before relocating residents or before terminating their residencies. ALFs would have had to provide the reasons for those decisions. See Voting Record for CS/CS/HB 443 p. 37. Florida Veterans Care Program SB 440, by Senator Garcia, FAILED. The companion bill HB 403, by Representative Avila, never had a committee hearing. AARP supported this legislation. The legislation would have created the “Florida Veterans Care” program in the Agency for Health Care Administration. The program would have provided Florida veterans and their families alternative health care delivery systems, similar to or within those of the Medicaid managed care program. See Voting Record for SB 440 p.38. Health Care Disaster Preparedness and Response CS/HB 7085, by the Health and Human Services Committee and Representative Massullo, FAILED. AARP supported this legislation. The legislation would have required nursing homes, assisted living facilities, home health agencies and other entities to address inadequacies in emergency plans. It would have subjected these facilities/programs to unannounced inspections. It would have directed the Department of Health (DOH) to recruit health care faculty, students and state employees (who are health care practitioners) to staff local special needs shelters. It would have required a uniform statewide special needs shelter registry. See Voting Record for CS/HB 7085 p. 39.
