C. Adoption and Amendment. 1. Adoption. The effectuating ordinance for zoning or rezoning property with an Overlay District must specifically state the modifications or restrictions imposed. 2. Amendment. Any modifications and restrictions continue in full force and effect until revised according to the amendment procedures for the Overlay District . D. Zoning Map. Overlay districts must be shown on the City's Official Zoning Map. 1. The zoning designation for a parcel with both underlying and overlay zoning should be expressed with first the underlying zone, then a forward slash, then the overlay zone: for example, B-3/ATO. E. Violation. Failure to comply with any of an overlay zoning district's supplements, modifications or restrictions to permitted uses constitutes a violation of these Zoning Regulations.

119 All Overlay Zoning Districts A. Definition. An overlay zoning district is a zoning district superimposed over part or all of one or more underlying zoning districts. 1. An overlay district modifies or supplements permitted uses in underlying zones, in order to achieve specific overarching goals for a defined geographic area which may extend over multiple underlying zones. 2. All requirements of an overlay district are in addition to all other applicable standards and requirements of these Zoning Regulations, and supplement them. B. Overlay Districts. 1. The requirements of this section 5-119 apply to all three overlay districts included in these Zoning Regulations: a. PO — Protective Overlay District . (See Zoning Regulations, Section 5-120.) b. ATO — Arterial Transition Overlay District . (See Zoning Regulations, Section 5-121.) c. PUD — Planned Unit Development District . (See Zoning Regulations, Section 5-122.) 2. An overlay district may be combined with any underlying zoning district. a. The provisions of any overlay district prevail over those of its underlying zoning districts. b. An overlay district may not be combined with any other overlay district.
