104 Off-Street Loading and Unloading A. In all zoning districts, off-street loading and unloading space must be provided on the same premises with every use which requires the loading or unloading of people, goods, or materials by motor vehicle. 1. The requirement for off-street loading and unloading space applies to every building, structure, or part of a building or structure, which is erected, established, or enlarged, and occupied after the adoption of these Zoning Regulations. a. If required off-street parking is used to meet this loading and unloading requirement, loading and unloading must be scheduled to avoid interfering with parking needs . b. Except as specifically provided in these Zoning Regulations, any off-street parking or loading space provided to meet requirements for a structure or use must not be used to meet the requirements for any other structure or use .

105 Plan Submittal and Approval. 1. For residential projects, except for multiple-family dwellings in a courtyard or group setting , plans must show the layout and design of all off-street parking spaces, driveways and loading areas, whether required spaces or not. Plans must be submitted to the Zoning Administrator for review, prior to approval of a building permit or zoning permit. a. Individual parking spaces must be clearly marked on the plans, and the total number of parking spaces noted. b. In residential zoning districts , except for driveways and parking spaces, front yards must be landscaped. 2. Plans for all nonresidential projects, and for multiple- family dwellings in a courtyard or group setting must be submitted for Site Plan Review and approval, prior to 3. Plans must be approved by the Zoning Administrator before a zoning permit or occupancy certificate is issued for a new parking lot, for an expansion of an existing parking lot, or for parking which is part of an application for a larger related project. a. The Applicant must provide the calculations which determine that the provided spaces meet the parking requirements of these Zoning Regulations. approval of a building permit or zoning permit. (See SPR 3.4.5 Parking Lots for design standards.)

(1) Exception: Permitted shared parking . (See Zoning Regulations, Section 6-101A2.)

2. Location. Loading and unloading space must be located to avoid undue interference with public use of streets, alleys and walkways. 3. Access. Vehicular access must be maintained in safe and serviceable condition and surfaced with an asphalt, asphaltic concrete, concrete or other comparable hard- surfaced, all weather, dustless material. 4. Surface. All required off-street loading and unloading space must be graded and paved with an asphalt, asphaltic concrete, concrete or other comparable hard- surfaced, all weather, dustless material. a. Exception: Gravel parking areas are permitted only in industrial zoning districts.
