E. Permissible temporary signs. 1. Attention getters.
B. ROOF SIGN: Any sign erected on and supported by a roof, or that projects above the highest point of a building with a flat roof, the eave line of a building with a gambrel, gable, or hip roof, or the deck line of a building with a mansard roof.
a. Balloons. b. Pennants. c. Searchlights.
2. Banner signs. 3. Blade signs. 4. Inflated signs.

  C. FLASHING SIGN: Any sign which exhibits noticeable changes in light intensity in a repeating pattern at intervals of less than 3 seconds. E. EMC FULL MOTION OR ANIMATION: Graphics displayed on an EMC in a progression of frames which give the illusion of motion, including but not limited to the illusion of moving objects, moving patterns or bands of light, or expanding or contracting shapes. (See Zoning Regulations, Section 8-103B for required minimum message hold times and acceptable message transition methods.) F. DIGITAL VEHICLE SIGN: An electronic message center (EMC) mounted on and displayed from any vehicle other than taxis, public buses, or road construction, road maintenance, or traffic control vehicles.

A. BILLBOARD : Any sign that directs attention to a business, commodity, service, or entertainment conducted, sold or offered at a location other then the premises on which the sign is located.
