103 Concurrent Applications A. Concurrent applications may be processed for changing zoning district classifications as amendments and approving special uses on the same property. 1. Notices may be jointly advertised and mailed. 2. Separate hearings must be held, reviewing separate criteria . 3. Concurrent zoning amendments and special uses for the same property must be approved by separate motions , and effectuated by separate ordinances .
104 Protest Petitions A. A written protest petition against a proposed amendment for a zoning change to a specific property or a special use may be filed in the office of the City Clerk within 14 days after the date the Planning Commission hearing is concluded. 1. A protest petition may be filed whether the Planning Commission approves or disapproves a zoning change or special use. 2. To be valid, the written protest petition must be signed by the owners of record of either: a. 20% or more of the total area of any real property proposed to be altered or changed, excluding streets and public ways. b. 20% or more of the total area required in the official area of notification as described in Section 11-103D of these Zoning Regulations, excluding streets and public ways. 3. If a valid protest petition is filed, then in order to be approved , the effectuating ordinance for the proposed zoning amendment or special use requires an affirmative vote of at least 3/4 of all the members of the Governing Body .
