c. County Surveyor's Certificate. All plats must be reviewed by the designated County Surveyor, who must be a licensed professional surveyor (see K.S.A. 58-2005). The County Surveyor must determine compliance with the requirements of K.S.A. 58-2001, et seq. , before the plat can be recorded. The County Surveyor's Certificate may be amended as necessary to meet County policy.
d. Mortgage Holder Certificate, and Owner's Certificate and Dedication.
Anyone having any record or possessory right, title or interest in the subdivided land, including mortgage holders, must sign certificates consenting to the preparation and recording of the subdivision plat, and to the dedication of all tracts of land shown on the final plat which are intended for public use. (1) The Mortgage Holder Certificate may be in the following form:
