B. Review. All engineering drawings must be reviewed by the applicable engineer, official or agency. 1. The reviewing official must notify the applicable Governing Body if the drawings comply with the specifications and design standards and are consistent with the approved final plat. 2. The reviewing official must notify the Subdivider if the drawings do not comply with the specifications and design standards or are not consistent with the approved final plat. a. The reviewing official must inform the Subdivider of specific corrections required, so the Subdivider may correct the drawings. b. If drawings are not corrected, the reviewing official must notify the Governing Body of the items of noncompliance or inconsistency. C. Content. 1. Drawings must contain construction plans, details, specifications, and cost estimates for the following elements. a. Roadways, alleys, and sidewalks. (1) Include profiles of existing topography, and necessary elevations of curbs and sidewalks. (2) Include paving geometrics for each street, with intersection control elevations, and a typical roadway cross section. (3) Show grade profiles at a scale of at least 1 inch = 100 feet horizontal, and 1 inch = 10 feet vertical, or to a scale approved by the applicable engineer. (4) Use topographic information cited in these Subdivision Regulations, Section 5-106C5. b. Proposed storm drainage improvements.

c. Proposed water supply facilities, water distribution system, and fire hydrants. d. Proposed sanitary sewage system. 2. Plans for other utility services, such as electricity, gas, or communications, must be prepared by or at the direction of the utility company providing the service. D. Final Grading Plan. A Final Grading Plan must show final proposed elevations which are based on completed engineering plans for all required subdivision improvements, and must be submitted to the Subdivision Administrator before any building permits are issued. 1. The Final Grading Plan must be provided by a licensed engineer registered in Kansas. 2. A Final Grading Plan must show final proposed elevations for all curbs, manholes, storm sewer structures, related drainage structures, swale elevations, and tops of foundations and low openings (such as view out or walkout ledges). 3. For residential subdivisions, the Final Grading Plan must show: a. Elevations of the street curb at front property corners, and changes in grade. b. Minimum elevation of the top of foundation. c. Minimum elevation of the lowest opening in the foundation, including view-out wall, walkout threshold, standard basement window, and window well. d. Drainage swale elevations at property lines, and changes in grade. e. Other critical elevations at easement swales, side lot lines, etc. as may be necessary.
