104 Utilities A. Subdivisions in the City must be connected to both public water supply and sewage disposal systems. (See City Code, 16-203, Public Sewer Connection Requirement.) B. Whenever deemed feasible by the Governing Body, subdivisions outside of the City in the surrounding jurisdiction must be connected to public water supply and sewage disposal systems. 1. The Planning Commission may require the Subdivider to provide information on which to base a determination of feasibility, including certain basic engineering data, percolation tests, and cost estimates. C. A subdivision which does not have public water and sanitary sewer service, but is anticipated to get them in the foreseeable future, may be required to be platted to allow conversion to urban-type building sites without replatting. 1. Plat such a subdivision so that zoning lots may be combined to create aggregate lots , each with enough area to support an on-lot well and sewage treatment system. a. Such aggregate lots must have restrictive covenants providing that no more than one dwelling unit will be built on each aggregate lot until public water and sewer service is available. (1) Such restrictive covenants must be satisfactory to the legal counsel of the Planning Commission.

105 Drainage A. Final Plat Drainage Plan and Final Grading Plan. All new subdivisions must have both a Final Plat Drainage Plan and a Final Grading Plan, which are coordinated with each other. 1. See Subdivision Regulations, Section 6-108D for the required contents of a Final Plat Drainage Plan. 2. See Subdivision Regulations, Section 7-106D for the required contents of a Final Grading Plan. B. Minimum Slopes for Stormwater Drainage. Drainage systems in subdivisions must adequately manage stormwater runoff . 1. In a paved drainage way, maintain a minimum slope of 0.5%. 2. Within street or drainage rights-of-way and private drainage reserves, grading for stormwater drainage must maintain a minimum slope of 1.0% . 3. Within a drainage easement on private property , maintain a minimum slope of 1.5% . C. Street Drainage Systems. All public streets must include appropriate drainage improvements, including but not limited to curbs and gutters, stormwater inlets, stormwater sewers, and roadway grading. 1. Design street drainage projects so that the 1% annual chance flood is retained within a right-of-way, drainage easement, or dedicated greenspace reserve. D. Culverts and Bridges. 1. Driveway Culverts. Driveway culverts, where necessary for any reason, must meet Andover requirements and standards for culverts . (See Andover City Code 17-20.7.) a. In major drainageways, culverts or bridges must be designed so they have adequate freeboard and do not overtop in the 1% annual chance flood.
