c. Parking Strips. Right-of-way widths must include parking strips — the area from the back of curb to the right-of-way line. (1) Parking strips are used for installation of utilities, street signs, streetlights, traffic control devices, fire hydrants, sidewalks, and driveway entries; for street trees from an approved city list; for street furniture; and for necessary grade transitions. (2) In urban and suburban areas, parking strips must be at least 14 ½ feet wide. (3) In rural areas, parking strip width varies, based on drainage needs. d. Right-of-way width requirements may be modified by the Planning Commission when special conditions exist (unusual requirements for drainage, utilities, safe pedestrian movement, etc.). (1) The Planning Commission may require additional right-of-way width for streets serving commercial or industrial areas, to assure the free flow of through traffic. E. Traffic Circulation. Design street systems to provide reasonable traffic circulation within the subdivision. 1. In residential subdivisions, plan local streets to discourage use by through traffic. 2. Plan collector and arterial streets to handle traffic flow and protect the carrying capacity of the street. Access control, acceleration lanes, and deceleration lanes may be required.

b. On arterial and collector streets, street offsets must conform to the requirements of the Kansas Department of Transportation (KDOT) Access Management Policy. (1) KDOT's Access Management Policy is available at: www.ksdot.org/accessmanagement/

D. Rights-of-way. 1. The location, arrangement and width of all street rights-of-way must conform to the intent of the Comprehensive Plan .

a. Streets on or near section half-mile lines must have sufficient right-of-way to serve as collector streets. b. Streets on or near section mile lines must have sufficient right-of-way to serve as arterial streets. 2. Rights-of-way must provide space for safe and convenient travel for drivers, bicyclists and pedestrians, in quantities likely to be generated by both existing and proposed adjacent land uses. a. Allow space for driveways and on-street parking, where appropriate to adjacent land uses. 3. Right-of-way Widths. a. Right-of-way widths must be established in feet, in even numbers only. b. Rights-of-way must be wide enough to provide space for: (1) Passage of and turn-around space for emergency vehicles, including fire trucks. (2) Current and future utilities, stormwater management facilities, streetlights, street signs, traffic control devices, and fire hydrants. (3) Streetscaping, including street trees and landscaping as required to meet Site Plan Review standards, and street furniture.
