3. Subdivisions Adjacent to Highway, Arterial or Railroad. a. Subdivisions which abut or contain an existing or proposed limited access highway, arterial street, or railroad right-of-way , may be required to protect residential properties and separate through and local (2) Reverse frontage zoning lots with screening and access control provisions along the rear property line. (3) Deep zoning lots with rear service alleys. b. Where a proposed commercial or industrial subdivision fronts on a limited access highway or arterial street, a Subdivider may be required to dedicate right-of-way and improve a marginal access street for access. c. 108 General Street Design Standards A. This section covers general design requirements for structures which may be included in street rights-of-way, including the roadway itself and associated drainage systems. Requirements for street lane width, curb and gutter, and shoulders are addressed, as well as design requirements for street curves, roadway grades, curb radii, cul-de-sacs, and alleys. B. Roadway Design Requirements by Street Classification. Basic roadway design requirements vary based on a street's classification as Local, Collector, or Arterial. 1. Street Classifications. a. The City Engineer makes the final determination of a street's classification. b. Collector streets are categorized as Class A or Class B. c. Arterial streets are categorized as Class A, Class B, Class C, or Class D. 2. Local Street Design Requirements. a. Local Roadway Construction. (1) Local roadways must meet construction requirements as determined by geotechnical evaluation. (a) Local roadways are typically constructed with 7 inches of asphaltic concrete pavement over a base of 6 inches of 95% compacted earth with fly ash stabilization. (b) Alternative roadway cross-section designs may be reviewed and approved by the City Engineer. (2) Local roadways must be constructed with standard or roll type curb and gutter .
