b. Exception: The Board of Zoning Appeals may determine that a conditional use is required in certain districts. c. Exception: See utility uses exempted from maximum height requirements in the definition for HEIGHT, MAXIMUM. B. Vision Triangles. After the effective date of these Zoning Regulations, on all corner lots in all districts, any land use which commences or any structures which are built, moved, extended, enlarged or structurally altered, must comply with vision triangle requirements. See VISION TRIANGLE. 1. Within a vision triangle, no one must install or construct any structure, sign, or fence; plant or maintain a hedge, shrub, tree, or other natural growth; park cars, trucks, or other large vehicles or trailers; or allow any other obstruction which would materially impede vision between the heights of 33 inches and 8 feet above the street level. a. Vision triangle restrictions do not apply to official traffic signs, signals, and utility poles. 106 Relocating Structures A. Any structure moved into the City, or moved from one location to another within the City, when relocated must comply with these Zoning Regulations and any other applicable City codes. 1. A zoning permit must not be issued unless, in the opinion of the the Zoning Administrator, the following conditions apply: a. The relocated structure's appearance, height, age, architectural style and materials reasonably conform to other buildings in the block to which it is to be moved and in the block opposite. b. The relocated structure has no substantial adverse affect on the property values of adjacent properties.

D. To ensure timely compliance with required conditions, a stated time limit not exceeding one year may be established by the City. 1. Until conditions approved by the Governing Body have been met, the City Clerk must withhold the zoning amendment or special use from effectuating publication. 2. The zoning amendment or special use is null and void if the conditions are not met within the stated time period. 3. The time period may not be extended without reapplication for the rezoning amendment or special use permit. 105 Utilities & Vision Triangles. A. Utilities. 1. Sewer and Water Facilities. If feasible, all principal structures built after the effective date of these Zoning Regulations must be connected to and served by the City's water and sewer systems. a. The Governing Body determines if such utilities can be feasibly provided. 2. Zoning Lot Size Requirements and Bulk Regulations for Utilities. a. In spite of any other provisions of these Zoning Regulations, the following utility or service uses are not required to fully comply with the zoning lot size requirements and bulk regulations of their zoning district. (1) Electric and communications substations. (2) Gas regulator stations. (3) Pumping stations. (4) Radio, television and microwave transmitting or relay stations and towers. (5) Water towers or standpipes.
