DEVELOPMENT: 1. The construction of a new building or other structure on a zoning lot, the relocation of an existing building to another zoning lot, or the use of open land for a new use. a. Routine repair and maintenance activities are not considered to be development. 2. A geographical area where one or more lots, tracts, or parcels of land are developed or redeveloped as a single organized site, with a coordinated plan for structures and uses. DISPLAY, OUTDOOR SALES: See OUTDOOR SALES DISPLAY. DISTRICT: See ZONING DISTRICT. DOG KENNEL: Any place where 5 or more dogs (including dogs which are pets) are kept, maintained, boarded, bred for a fee, or offered for sale. 1. A DOG is defined as any member of the subspecies Canis lupus familiaris , not crossbred with any other Canis lupus subspecies, and over 6 months in age. a. A member of the subspecies Canis lupus familiaris which is 6 months or less in age is considered a puppy , and for the purposes of these Zoning Regulations is not counted as a dog. DOUBLE FRONTAGE LOT: See LOT/DOUBLE FRONTAGE OR THROUGH LOT.
DRINKING ESTABLISHMENT: A commercial enterprise which serves and sells alcoholic beverages by the individual drink to the general public, for consumption on the premises. 1. To be a drinking establishment as opposed to a RESTAURANT, sale of beverages consumed on the premises must constitute more than 50% of the gross annual sales receipts for food and beverages combined. 2. See K.S.A. 41-2642 for licensure and regulation of sale of liquor by the drink, and K.S.A. 41-2601 for definitions. DRIVE-IN ESTABLISHMENT: A business at which patrons may remain in their own parked vehicle while they purchase and eat a meal, or view movies or other entertainment. DRIVE-THROUGH FACILITY: A traffic access lane adjacent to a window, door, or mechanical device such as pneumatic tubes at a bank, through which patrons of a business may receive a product or obtain a service without leaving their vehicle.

DRIVEWAY: A vehicle access way on private property, intended to provide a vehicular connection between the street and a parking lot, parking space, carport or garage. 1. DRIVEWAY APPROACH: A paved vehicle access way in the public right-of-way, which provides a vehicular connection between the roadway and a driveway. (See ROADWAY.)
