EASEMENT: An irrevocable interest, whether by prescription or grant, allowing others to use part of a property owner's land for a specific purpose, such as for access drives, or for the construction, operation, and maintenance of utilities or stormwater drainage facilities. 1. An easement is typically established in a real estate document or on a recorded plat, to reserve, convey or dedicate the easement for a particular purpose, without transferring fee title. 2. Limitations apply on what type of principal or accessory buildings or structures can be located in an easement. 3. An easement is not a RIGHT-OF-WAY. ELECTRIC-ASSISTED BICYCLE: A bicycle with a maximum speed of 20 miles per hour on level ground, with 2 or 3 wheels, a seat, fully operative pedals for human propulsion, and an electric motor with a power output of no more than 1000 watts. ELECTRIC PERSONAL ASSISTIVE MOBILITY DEVICE: A self-balancing transportation device designed to carry one person, with an electric propulsion system with a maximum speed of 15 miles per hour.

ELECTRIC VEHICLE CHARGING STATION: A public or private parking space served by battery charging station equipment intended to transfer electric energy to a battery or other energy storage device in an electric vehicle.

  ENGINEER: A professional engineer licensed by the Kansas State Board of Technical Professions to practice in the State of Kansas. (See LAND PLANNER.) EVENT VENUE: A facility available for use by groups of people, which provides a location for social gatherings such as meetings, weddings, receptions, parties, or dances. Typically includes meeting rooms, kitchen, and recreational facilities. EVERGREEN: Trees and shrubs that do not shed their leaves in the winter, including broadleaf evergreens and most conifers. EXPRESSWAY: A street or highway designed for high-speed travel, with 2 or more traffic lanes in each direction, a dividing strip between the traffic moving in opposite directions, partially or fully controlled access, and few or no intersections. EXTERIOR BUILDING COMPONENT: A structural or ornamental element that is part of a building's outer surface. EXTERNAL DESIGN FEATURE: The general arrangement of any portion of a building, structure, landscape or sign which is visible from a public place or way. Design features may include the types of walls, roof, windows, doors, lights, fixtures, plants or hardscape, and the kind, color, and texture of materials.

  Photos: Electric Personal Assistive Mobility Devices (examples) ELECTRIC VEHICLE: A vehicle powered by an electric motor drawing current from rechargeable storage batteries or other portable electric energy storage device. Recharge energy must be drawn from a source off the vehicle, such as an electric vehicle charging station or residential electric service.
