HOMEOWNERS ASSOCIATION: An incorporated nonprofit organization of all the individual property owners within a subdivision or planned unit development which owns and is responsible for the long-term operation and maintenance of commonly held land and facilities in the subdivision or planned unit development. (See Subdivision Regulations, Section 3-106 for Homeowners Association requirements.) 1. When a subdivision is comprised of both homeowners and other users of the land such as commercial, the association may be called an "Owners Association" . HOTEL: A building, part of a building, or a group of buildings, in which lodging is provided to the public for a fee, with or without meals. Related ancillary uses may include but are not limited to conference and meeting rooms, restaurants, bars, and recreational facilities. 1. Does not include BOARDING HOUSES, BED AND BREAKFAST HOMES, BED AND BREAKFAST INNS, SHORT TERM RENTALS, or institutions housing people under legal restraint or requiring medical attention or care. HOUSEHOLD: A household includes all the people who occupy a single dwelling unit as their usual place of residence. (See FAMILY.) 1. Under these Regulations, a household may consist of an individual, a family, or a group of people who may or may not be related by blood, marriage or adoption, living together in a single dwelling unit. 2. A household may include occasional nonpaying guests, up to 6 unrelated minor children, and up to 2 domestic workers.
HOUSE TRAILER: A trailer or semitrailer equipped for use as a conveyance on streets, which is designed, constructed and equipped as a permanent or temporary dwelling or sleeping place, or intended for a commercial purpose (including advertising, sales, display or promotion of merchandise or services, but excluding the transportation of goods for hire or for distribution by a private carrier). (See TRAVEL TRAILER, RECREATIONAL VEHICLE , and TINY HOUSE ON WHEELS . 1. This term does not include mobile homes or manufactured homes, or food trucks. (See Zoning Regulations, Section 4-105, on Manufactured Housing. See FOOD TRUCK .)  Photo: House Trailer (example) IMPROVEMENT PETITION: A method used to initiate the construction of certain public improvements during the platting process. (See Subdivision Regulations, Section 7-105D for Improvement Petition.) IMPROVEMENTS, PUBLIC: See PUBLIC IMPROVEMENT. INTERIOR LOT: See LOT/INTERIOR LOT. INTERMEDIATE CARE FACILITY: A medical facility that provides custodial care for people unable to care for themselves because of mental or physical infirmity, but who do not require the level of care offered by a hospital or skilled nursing care facility. 1. Under federal regulations, an intermediate care facility must have a registered nurse as director of nursing, and a licensed nurse on duty at least 8 hours a day, cannot receive Medicare reimbursements, and generally receives most of its financing through Medicaid.
