RECYCLING COLLECTION CENTER: A building or site where the public may drop off recyclable materials designated by the center's operators as acceptable at that location, which are held temporarily until transfer to a recycling processing center. (See Zoning Regulations, Section 4-106, on Recycling Facilities.)
REHABILITATION HOME: A residential building owned or operated by an organization authorized to provide housing, food, treatment or supportive services for a maximum of 16 individuals. Sometimes known as "halfway houses", such homes are typically used for the rehabilitation of juveniles involved in the juvenile court system, alcohol/drug addicts, or former criminal offenders. 1. A rehabilitation home, whether a new building or a modified existing building, must maintain an overall appearance as a residential type building. REPLAT: Also known as "resubdivision". (See PLAT/REPLAT.) RESERVE: An area of property within a subdivision, which may be privately or publicly owned, and which is platted for a specific common use, for example, greenspace, landscaping, entry monuments, recreational facilities, utilities, drainage, or floodway. 1. For privately owned reserves , a restrictive covenant typically provides that a homeowners or lot owners association will hold title, and therefore be responsible for the reserve's long-term maintenance. RESIDENTIAL BUILDING: A building, all or part of which contains one or more dwelling units. 1. Residential buildings may include single-family and two-family dwellings, multiple-family dwellings, modular homes, lodging houses, dormitories, and sorority or fraternity houses. RESIDENTIAL-DESIGN MANUFACTURED HOME: See MANUFACTURED HOUSING .

  RECYCLING PROCESSING CENTER: A building or enclosed area used for handling the collection and processing of large volumes of recyclable materials, some of which may originate at other recycling centers. (See Zoning Regulations, Section 4-106, on Recycling Facilities.) See SALVAGE YARD. 1. A processing facility includes powered equipment used to clean, sort, compact, bale or otherwise process recyclables and prepare them for shipment to end users such as paper mills, aluminum smelters, or plastic remanufacturing plants. 2. Processing facilities may include storage and loading areas, as long as they are located entirely on the processing center site.
