E. Maintenance . The property owner is responsible for maintaining all landscape areas with a neat and orderly appearance, free from refuse and debris at all times. 1. Maintenance includes mowing, trimming, weeding, cultivation, mulching, fertilizing, pruning, disease and insect control, replacement of dead plants, and other necessary operations.
a. Each existing tree that is between 3 and 6 inches in trunk diameter (measured 6 inches above the ground), may be counted as the equivalent of 1 required shade tree. b. Each existing tree that is 6 inches or more in trunk diameter (measured 6 inches above the ground) may be counted as the equivalent of 2 required shade trees. 3. Provided that desirable existing vegetation in a landscaped area is protected during construction to ensure long-term survival, it may be credited toward required landscaping. 4. Landscaping required for monuments and signs may be counted simultaneously as part of required landscaping for screening or street yards. 5. Plants on an adjacent property are not counted as part of a required buffer or screen, unless the requirement is waived by the SPRC because the adjacent property already has an adequate landscape buffer or screen. 6. If a plant requirement calculation results in a fraction, round up to the next whole number. B. Percentage Area of Living Plant Materials. Cover at least 55% of the ground surface of required landscape areas with living plant materials. 1. Turfgrass can be used to cover a maximum of 75% of the area of living plant material. a. In front yards in Andover, irrigated fescue turf is preferred. b. On large lots, buffalograss or other warm season turf as approved by the SPRC may be acceptable. 2. Tree canopies are not counted as part of the area of living plant materials. 3. Required landscape area that is not covered with living plant materials may be covered with mulch, stone, brick, or similar materials.
a. Maintenance also includes supporting young trees during their establishment period, including trees planted on adjacent public rights-of-way . (1) Tighten and repair guy lines and stakes as necessary. Remove guy lines and stakes before the tree's second growing season. (2) Provide young trees with proper watering , including watering them well in late autumn to hydrate them for the winter. When necessary, restore watering saucer. b. When necessary, reset shrubs and perennials to proper grades and upright position. 2. Mulch planting beds , to reduce weeds and prevent wind and water erosion.
3.4.4 — Calculating Required Plant Material
A. The following conditions apply when calculating required plant materials for ALL projects subject to Site Plan Review and Approval. 1. A multi-trunked tree counts as only one required tree. 2. E xisting trees in a required landscape area, that are in good condition, and which are preserved and protected from construction damage, may be counted as the equivalent of required shade trees.
