C. Mechanical equipment or other utility hardware on buildings or on the ground must be located to not be visible from any public way, or must be screened from public view. 1. Screen mechanical equipment, including roof-mounted equipment, with materials which are harmonious with the buildings. 2. Screening for mechanical equipment must be of whatever height is necessary to block the view at ground level from the street, public parking areas, and surrounding properties. D. Soften the aesthetics of walls and fences at grade , intended for screening equipment or structures, with planting materials. E. Screen trash receptacles with solid walls or fences at least 6 feet high. 1. Materials used for trash receptacle walls or fences should match or coordinate with materials on the exterior of the principal, or the site's perimeter fence or wall. a. Chainlink fence with privacy weave or slats is not acceptable as a trash receptacle screening fence. 2. Additional screening height may be required, if necessary to provide an adequate visual barrier from adjacent residential properties. 3. Provide trash receptacle screening structures with gates that when closed completely obstruct the view of the contents. a. Whenever site conditions allow, design the gate so it does not face the street or adjacent residential properties. b. When a trash receptacle is adjacent to residential properties, use landscaping around the screening walls or fences to soften the aesthetics.

3.4.12 — Site Lighting

A. Design exterior site lighting to be restrained in design, and harmonious with the architectural concept of the site. 1. Select luminaires, lightpoles, and all exposed accessories to enhance the building design and the landscape, and to be compatible in character with adjacent areas. B. Locate lightpoles, pedestals, or standards at least 2 feet clear from the edge of the pavement of sidewalks, driveways, or parking lots. 1. Lightpoles in the interior of a parking lot must be located inside a planting island , and at least 2 feet clear from its edge, unless otherwise approved by the SPRC. C. Design and locate lighting fixtures to make best efforts to prevent light spillage onto adjacent properties. 1. Do not locate light fixtures within 10 feet of any adjacent residential property . 2. Shield light sources to prevent glare visible from adjacent public ways or adjacent properties. a. Prevent light spillage onto residential property in excess of 0.5 footcandles, measured at the property line. 3. Avoid excessive brightness, particularly when light extends beyond property lines. 4. Flickering or flashing lighting is prohibited. 5. Where possible, utilize full-cutoff luminaires to reduce light pollution.
