3. Lighting Levels. a. Maintain a minimum of 1 footcandle and an average of 3 footcandles of lighting, measured at ground level, over the entire parking lot. b. Do not exceed a 6:1 ratio of average to minimum lighting levels, over the entire parking lot. c. Do not exceed a 20:1 ratio of maximum to minimum lighting levels, over the entire parking lot. 4. Maximum Fixture Height. a. Along any pedestrian access way not located within a parking lot , fixture height must not exceed 15 feet. b. In any industrial district parking lot, fixture height must not exceed 40 feet. c. In any parking lot with more than 100 spaces which is not in an industrial district, fixture height must not exceed 40 feet. (1) Exception : If a fixture within such a parking lot is within 300 feet of any residential district, fixture height must not exceed 25 feet. d. In any parking lot with less than 100 spaces which is not in an industrial district, fixture height must not exceed 25 feet. (1) Exception : If a fixture within such a parking lot is within 100 feet of any residential district, fixture height must not exceed 17 feet.
D. Building-mounted and Canopy Lighting. 1. Use architectural building-mounted lighting to identify the primary customer entrance to a commercial building. a. Architectural building-mounted lighting may be used to highlight or accent building features.
b. Avoid b uilding-mounted area floodlighting , except in industrial districts which are not adjacent to residential districts.
2. Canopy Lighting should generally be provided from above. a. Light canopies for customer service areas for the safety and convenience of the public. b. Light canopies for vehicle access areas such as fuel canopies, bank drive-through windows or ATMs, food service windows, etc. to a minimum of 25 footcandles, measured at ground level. (1) Use ceiling-mounted fixtures aimed directly at the ground below. c. Light canopies for pedestrian ways, or outdoor seating or service to a minimum of 1 footcandle, measured at ground level. E. Required Parking Lot Lighting. 1. Provide parking lot lighting for any parking lot open to the public or for use by employees. 2. In all non-industrial zoning districts, parking lot lightpoles must be located either in the parking lot perimeter area or in a curbed island within the parking lot.
