B. Recycling Processing Center. A building or enclosed area used for handling the collection and processing of large volumes of recyclable materials, some of which may originate at other recycling centers. See RECYCLING PROCESSING CENTER. 1. In the I-1 Industrial District, may be a permitted use . a. Associated outdoor storage may be approved as a special use . 2. In business districts, may be approved as a special use . 3. All recycling processing centers are subject to Site Plan Review Committee review and approval. 107 Self-service Storage Facilities A. See definition of SELF-SERVICE STORAGE FACILITY. 1. Self-service storage facilities are permitted in industrial districts, and may be allowed as a special use in certain other zoning districts. a. With the application for a special use amendment, submit a preliminary development plan reflecting the requirements of this section, and any other requirements deemed necessary. b. With any application for a zoning permit , submit a final development plan reflecting all the requirements of this section, as approved, including fencing and landscaping. Also submit an architectural building design, if required. c. The architectural design of the building and site must be submitted to the Site Plan Review Committee for review of its screening or compatibility with surrounding development. (See Site Plan Review Procedures.)
106 Recycling Facilities A. Recycling Collection Centers. 1. See RECYCLING COLLECTION CENTER.
a. Small Recycling Collection Centers consist of collection containers, and occupy 100 square feet or less of ground area. (1) In all business and industrial districts, and on public or church property in residential districts, may be approved by the Zoning Administrator as an accessory use . b. Large Recycling Collection Centers occupy more than 100 square feet of ground area, and consist of collection containers, on-site trailers, bulk-feed reverse vending machines, vehicles which are on-site only during operating hours, and the like. (1) In all business and industrial districts, and on public property in residential districts, may be approved as a special use . 2. A recycling collection center must: a. Have the name and phone number of a responsible party clearly posted, in case a problem occurs. b. Be maintained in a litter-free condition. c. Not permit permanent storage or processing of recyclable materials. 3. All recycling collection centers are subject to Site Plan Review Committee review and approval.
