2. Location and Access Requirements . a. A self-service storage facility must front on an arterial or collector street . b. Vehicular ingress and egress must be limited to one point for each side of the property abutting any arterial or collector street. 3. Design Requirements. a. Maximum zoning lot coverage must be limited to 50%. b. Any side of the building with doorways to storage areas must be set back from the property line at least 35 feet. c. Exterior areas of self-service storage facilities must be of finish quality materials. d. All driveways, parking, loading, and vehicle circulation areas must be paved with concrete, asphalt, or asphaltic concrete. (1) Adequate bumper blocks or fences must be provided to prevent vehicles from extending beyond the property lines. e. Solid waste disposal areas must meet the requirements of Site Plan Review section 3.4.11 Screening for Equipment and Structures. f. Space may be allocated for manager's quarters. 4. Sign Requirements. Wall signs which do not exceed 40 square feet in area are permitted. a. Such signs may be indirectly illuminated only when they are facing arterial streets. 5. Lighting Requirements. Lights may be of sufficient intensity to discourage vandalism and theft. a. All lights must be shielded, to direct light away from adjacent properties. b. Avoid creating glare that may create a hazard for traffic on any public street.
6. Screening Requirements. a. The combined design of landscaping and fencing is intended as screening, to minimize the environmental impact of self-service storage facility operations, and must consider the affects of possible visual blight, illumination, headlight glare, noise, and blowing trash and dust. b. All areas which are not paved must be landscaped . c. Landscaping must be provided along all street frontages. Landscaping must also be provided along the borders when deemed desirable by the Site Plan Review Committee. (See Site Plan Review Procedures.) d. Fencing or finished walls must be provided around the perimeter of the development. 7. Operational Requirements. a. No business activities other than rental of storage units must be conducted on the premises. b. Self-service storage facility must not include a transfer and storage business where the use of vehicles is part of the business. c. Repair or servicing of motor vehicles, boats, trailers, lawn mowers and other similar equipment must not be permitted on the premises . d. The premises must be properly maintained by the operator to prevent accumulation of trash . 108 Wind Energy Conversion Systems A. Definition. A Wind Energy Conversion System (WECS) is any device or combination of devices which converts wind energy into another usable form of energy. The term includes but is not limited to windmills, wind turbines and all associated wind charge controllers, support structures, and transmission lines.
