In June 2021, the CIPP responded to this consultation. The CIPP considers that there is potential for fundamental change within the payroll profession, pending the consultation outcome.
The CIPP consultation response discusses the role of the payroll professional in providing information, guidance and advice to employees, employers, and clients, and goes on to consider the differences between in house and outsourced payroll services. Payroll software could also be captured in this change. The response concludes by reflecting on whether or not PII satisfies the core objective, and what alternatives could be considered instead.

New Quick Poll: HMRC CJRS correspondence 26 July 2021
Have you had to place employees on furlough, and claim through the Coronavirus Job Retention Scheme (CJRS) at any point during the pandemic? If so, have you received any letters from HMRC requesting information relating to your claims? We want to hear from you! The CIPP’s Policy team has posted a new Quick Poll for payroll professionals to respond to, which asks precisely this question. The team wants to explore how extensive HMRC’s compliance work has been to date, as the newly formed Taxpayer Protection Taskforce starts looking into the use of measures implemented by government to help individuals and businesses through the outbreak of coronavirus, to ensure that they have been used correctly. We are aware that payroll teams are extremely busy, partly due to dealing with ongoing CJRS claims, but the latest Quick Poll will take less than a minute to respond to, and will form part of exciting research into the future of CJRS compliance checks.

Quick poll results: Will allowing employees to take unpaid parental leave in days result in incorrect payment? 27 July 2021
The CIPP is currently carrying out research alongside the Department for Business, Energy and Industrial Strategy (BEIS) into how changes to the way unpaid parental leave could be taken may potentially impact payroll departments. We posed the question:
“Employees can currently take up to four weeks’ worth of unpaid parental leave in a year, which currently must be taken as whole weeks.
If changes were made so that unpaid parental leave could be paid taken as separate days (which parents can already do if their child is disabled), would it be difficult for payroll professionals to adjust pay acco rdingly?”
