IP Announces Plant Closures In Texas, North Carolina And Florida Memphis, Tennessee based International Paper an- nounced a series of actions that it says will strengthen and optimize its manufacturing system to meet its customer’s needs. Those actions include the permanent closure of its con- tainerboard mill in Orange, Texas.
