تأثير الذكاء االصطناعي يف العالقات الدولية The Impact of Artificial Intelligence in International Relations * Hossam Rashid Had i - حسام رشيد هادي ملخص: يبــرز مجــال الــذكاء االصطناعــي قطاعًا قائــدًا لتحــوالت جوهرية فــي العالم، تشــمل حقــل العلقــات الدوليــة، والمفاهيــم األساســية المتعــارف عليهــا للعلقــات بيــن الــدول. مــن المتوقــع أن تحصــل انعطافات حادة فــي النظام الدولــي، تشــمل تأثيراتهــا األفــراد والــدول، علــى حــد ســواء، ويمتــد هــذا التأثيــر إلــى مفاهيــم وقواعــد مثــل ســيادة الدولــة، والديمقراطيــة، والدولة الحارســة. كمــا يشــهد تحــوالت فــي مفاهيم القــوة واألمــن، وترتيــب مكانة الــدول فــي العالــم، وســيكون مــن بيــن نتائــج هــذه النتيجــة، أن تتحــدد قــوة الدولــة، بمقــدار تمكنهــا مــن إنتــاج إمكانــات الــذكاء االصطناعــي، واســتخدامها لتعويــض ضعــف عوامــل األمــن القومــي األساســية فيهــا، ويفســر هذا الســباق الحالي للسيطرة على موارد وقدرات التطور في حقل الذكاء االصطناعي بين الدول الكبرى. ذكاء اصطناعي، علقات دولية، مستقبليات، القوة، النظام الدولي كلمات مفتاحية: Abstract: Artificial intelligence stands out as a leading sector for fundamental transformations in the world, encompassing the field of international relations and the commonly accepted core concepts of state relations. Critical turning points in the international system are expected, impacting both individuals and states. This impact extends to concepts and rules such as state sovereignty, democracy and the guardian state. There are also shifts in the concepts of power and security, as well as the ranking of states in the world. Among the results of these changes will be the determination of a state’s strength by its ability to produce artificial intelligence capabilities and use them to compensate for weaknesses in the factors of its fundamental national security. This explains the current race for control over resources and capabilities in the field of artificial intelligence among major countries.
