The Record – Regardless of whether there is a Statutory Requirement for Administrave Hearings to be “On the Record,” a Record Should be Maintained in any Oral Proceeding (Audio Recording Will Suffice unless Court Reporter Required by Law). An Administrative File Should Also be Opened and All Documents introduced as well as Investigative Reports and any other Relevant Materials Should be Included in it.
