Results The survey garnered 1,055 responses, but this included 11 pairs from respondents associated with the same contractor. In the case of seven pairs, the responses indicated different answers to the questions of whether or why a contractor had left the DIB; in these cases, both responses were removed since the accurate answer(s) could not be determined with certainty. The remaining four paired cases were consistent in their responses; in these cases, the authors retained the most complete response, based upon Qualtrics percentage of completeness, for analysis and discarded the other one. This left 1,037 total responses for potential analysis.

Figure 2 displays the breakdown of contractor populations and the survey responses. Of the 1,037 total survey responses, 176 responses were incomplete (defined as less than 80% of survey completed) and utilized for passive nonresponse bias analysis. The remaining 861 complete responses included 182 responses where the respondents indicated they had not left the DIB (95 responses) or they were not sure (87 responses). This left 679 responses representing contractors that were confirmed DIB exits along
