all responses ( n = 313) were from very small businesses having less than $500,000 in annual revenue. Similarly, nearly two out of five responses had less than 10 employees ( n = 266). This skewness toward smaller businesses is not unexpected as roughly three-quarters of the DIB are classified as small businesses according to U.S. Small Business Administration-size standards.

Responses spanned the entire United States and included contractors located internationally. Table 5 displays responses by location based on U.S. Census Regions. The largest number of responses were from the South region ( n = 242), followed by the West region ( n = 165), with most of the remaining responses distributed between the Northeast ( n = 118) and Midwest ( n = 110) regions. The survey also captured 41 responses from contractors located internationally and three responses from the Island Areas.
