One Small Step for Space Acquisition Doctrine

Numerous studies have been undertaken in pursuit of acquisition reform, and this study aims to contribute to the existing body of knowledge. Second, the study aimed to triangulate the best practices identified in the survey with current principles of space acquisition, such as those outlined in the Space Acquisition Tenets memorandum (later referred to as 9 Tenets ) authored by the USSF’s first Service Acquisition Executive (SAE) (Calvelli, 2022). The study sought to lay the groundwork for the Space Force's first acquisition doctrine document by integrating these best practices into recommendations to serve as a framework for future development.

Acquisition Background A high-level overview of the acquisition process is worth mentioning to understand its complex nature. The acquisition workforce is guided by multiple authoritative and regulatory documents, including the FAR, the DoD 5000 series, the Joint Capabilities Integration and Development System (JCIDS), space acquisition tenets, and many others. Of note, the DoD 5000.01 and 5000.02 policies outline the DoD Defense Acquisition System (DAS) and prescribe procedures for managing acquisition programs in alignment with relevant sections of Title 10 of the U.S. Code for Armed Forces. The totality of these documents spans thousands of pages, and it is reasonable to assume that no single program manager (PM) could possess the in-depth knowledge of every detail that guides or influences the acquisition process.
