Finally, the study looked for theme gaps not immediately identified in the 9 Tenets, PM Essentials, or the Defense Board best practices. These themes were captured as “Emergent Best Practices.” Finally, Question 6, a nonnarrative question that asked participants to identify the organization they believed “accomplished acquisitions the best,” was included in the inductive theme analyses. This inclusion aimed to identify potential emergent acquisition exemplars. Figure 4 identifies the study mapping described in this section.

The remaining four questions were created based on acquisition experience and best judgment. Questions targeted the following topics: the integration of modern technology, engagement with industry, response to urgent needs, and a “free for all” to identify any overall best practices not addressed throughout the survey. Unfortunately, Question 16 regarding engagement with operational users during the requirements generation process was mistakenly left out of the survey. The reinstatement of this question should be considered in future research.
