One Small Step for Space Acquisition Doctrine

Three” are critical factors that must align with each other for successful goal achievement. The book aptly uses a “people as cars” metaphor to describe the interplay of each. Knowledge and skills are the engine and transmission, motivation is the fuel that energizes the system, and organizational factors are the current road conditions that make it easier or more difficult to get to the intended destination (Clark & Estes, 2008). The final categories—Culture, Empowerment, and Teamwork—were chosen based on survey results, tenets, and NVivo’s word cloud in Figure 6. The word cloud also included words like knowledge, team, organization, incentive, decision, authority, and communication, reinforcing the COMET-K framework's applicability. Each category identified was appropriate for the final analysis of the survey themes and was a mechanism to help structure the proposed space acquisition doctrine blueprint.
