the codes provided by NVivo (Figure 24) were more challenging to decipher, likely due to the overall negative sentiment found throughout the question. With that in mind, the LLMs provided more fidelity and analysis capability when determining the underlying themes—both positive and negative.

Conversely, a manual review of the data indicated that there were also positive experiences that could be examined further. The models were then prompted to analyze the data again in a similar manner, but instead of focusing on the negative trends, the models were asked to search for positive sentiments.

The Space Force must enable acquisition professionals through education, flexible tools, less arduous cyber/IT approval processes, and funding flexibility.

Some of the more positive responses contradicted those inflexible barriers discussed in the initial Question 18 theme analysis. This further complicated the overall usefulness of these themes. For example, a respondent noted that their organization has funding flexibility, stating, “Flexible funding and lowest level of decision-making are the two keys to speed and agility.” Conversely, another respondent juxtaposes the strength of using the DoD 5000.02 series and the perceived lack of program and technical knowledge among PMs. The respondent stated, “DoD 5000.02 is great. Issues arise from a member’s lack of familiarity with acquisitions overall or given system under development.” If the positive and negative themes were to be considered for a future space acquisition doctrine, it would be best to summarize them within the culture category. Overall, the cumulative average initial alignment between Questions 7 through 15 was approximately 71%, and further qualitative examination of the survey results indicated a much higher percentage based on individual responses. Most tenets were recognized as codified by the data, yet notable additions could also strengthen them further when considering the blueprint of future space acquisition doctrine. The
