collaboration between the DoD and industry, which aligned well with the recurring survey themes of using COTS and promoting communication and engagement with industry. Additionally, the survey’s emphasis on strong leadership for all programs captures the board's acknowledgment of the SAE's leadership. Two direct connections exist between the study and the last two board best practices. First, Question 6 results indicated that survey participants agreed with the board’s identification of the NRO as an exemplar of space acquisition. Similarly, NASA’s use of OTAs aligned well with several survey responses indicating the use of OTAs to rapidly field technology. Model analysis and closer examination of the COMET-K themes agree that these five best practices should be considered in future space acquisition doctrine. Recommendations Based on the survey findings, the following recommendations provide a blueprint that can serve as a baseline for developing future Space Force acquisition doctrine. The recommendations are not meant to be exhaustive or all-inclusive. Instead, these recommendations are a starting point for Space Delta 10, the Delta tasked with formulating tactics, doctrine, wargaming, and lessons learned. In coordination with the Office of the Assistant Secretary for Space Acquisition and Integration, they can further refine this blueprint based on its official policies that guide doctrine development. That said, development, execution, and implementation should be a collective effort that utilizes input from professionals across the entire space acquisition enterprise. The recommendations that follow include a proposed update to the Space Force doctrine hierarchy and a document outline with specific details based on the themes observed throughout this study. The content chapters mirror existing doctrinal elements (e.g., purpose, key roles, organizations, etc.) found within existing Space Force doctrine, but they will also introduce new chapters based on the themes from the COMET-K framework, 9 Tenets, PM Essentials, and Defense Business Board report. Beyond mere outlines, some sections within Recommendation 2 will include more detailed descriptions based on the results of this study.
