Recommendation 2: Proposed Chapters of Space Acquisition Doctrine
The section that follows lists the proposed contents for the first space acquisition Cornerstone document. The proposed layout was inspired by existing doctrine formatting and content but also leveraged the themes collected throughout this study. Chapters 1 through 3 provide general, introductory information on acquisition and its role within the Space Force enterprise. Chapters 4 and 5 will coalesce the data found in this study's literature review and analyses to inform a set of detailed tenets and best practices found in the following Tenets and Culture section. For traceability, proposals will include the following quick reference to indicate source documents: existing doctrine (D), study findings (S), Space Acquisition Tenets (T), PM Essentials (PE), and the Defense Business Board (BB). (D) Chapter 1: Introduction of acquisition as part of military spacepower and its contribution to the Joint Force • Describe the purpose and importance of space acquisition • Identify key terms, definitions, and roles (D) Chapter 2: Key Acquisition Roles and Organizations • Identify key acquisition positions/roles: Secretary of the Air Force, SAE, Chief of Space Operations, heads of major acquisition organizations, relationships to warfighting Deltas (e.g., Space Operations Command) • Identify key acquisition organizations and their functions: SSC, SpRCO, NRO, etc. (D/S/T/PE) Chapter 3: Acquisition Core Concepts • Provide an overview of the acquisition process and varying contract types: Identify why and when each type is used (Appendix A). • Discuss contract types/methodologies (e.g., major acquisition, MTA, OTA).
