National Interstate Insurance Company & TowCap Premier Captive Insurance Program is proud to sponsor the Best in Tow Program, offered to recognize towing and recovery specialists who achieve best-in-class safety performance. The loss evaluation period will be from June 30, 2023 – June 30, 2024, and all submissions must be received by National Interstate by August 31, 2024. Awards will be announced at the International Towing and Recovery Hall of Fame and Museum Annual Member Meeting. To be eligible, towing and recovery specialists must have at least fifteen (15) power units*, and must be members of the International Towing Museum. *Power units are defined as tractors and commercial trucks. Trailers and private passenger vehicles are not included in the count. EARNING POINTS Participants can earn points in seven categories: 1. Auto Liability Claims Frequency 2. Auto Liability Claims Reporting Time 3. Auto Liability Claims Severity 4. Workers’ Compensation Claims Frequency 5. Workers’ Compensation Claims Reporting Time 6. Workers’ Compensation Experience Modification Factor 7. Best Practices Utilization A maximum of 10,000 points can be earned during the program period, and points will be calculated on a cumulative basis at the end of the program period. 1. AUTO LIABILITY CLAIMS FREQUENCY Auto liability claims frequency will be measured as a percentage of claims occurring to insured power units during the loss evaluation period from 6/30/23-6/30/24. For example, if you have 25 power units with 10 auto liability claims, your claims frequency will be: 10 claims occurrences divided by 25 power units = 40% An incident will be defined as one claim occurrence regardless of the number of claimants or injury types resulting from that incident. Please note that claims valued under $100 will not be included in this calculation. Points are earned as follows: Frequency Points Earned 0.0% - 2.5% 1,000 2.6% - 4.0% 750 4.1% - 6.0% 500 6.1% - 10% 250 >10.1% 0

2. AUTO LIABILITY CLAIMS REPORTING TIME Auto liability claims reporting time will be measured by comparing the claims reporting date to the occurrence date for claims occurring during the loss evaluation period from 6/30/23 - 6/30/24. The best practice is to report claims directly to your carrier no later than 24 hours after an occurrence. Please note that claims valued under $100 will not be included in this calculation. In addition, if there is no AL claim activity, you will automatically be awarded 1,000 points. Points are earned as follows: Claims Reported Within 24 Hours of Occurrence Points Earned 75.0%+ 1,000 70.0% - 74.9% 750 65.0% - 69.9% 500 60.0% - 64.9% 250 59.9% or less 0 3. AUTO LIABILITY CLAIMS SEVERITY This category measures large loss experience during the loss evaluation period (6/30/23 - 6/30/24) and begins with each customer being provided with 1,000 points and deductions made per claim using gross incurred dollars as specified below. For example, if you have a claim valued at $500,000, and another claim valued at $100,000, your overall point deduction will be as follows: Two claim occurrences valued at $500,000 & $100,000 = 600 points deducted. A claim will be defined as one claim occurrence regardless of the number of claimants or injury types resulting from that
incident. Please note that claims valued under $100 will not be included in this calculation. Points are deducted from an initial starting amount of 1,000 points for this category as follows: Severity Points Deducted $50,000 - $99,999 50 Points Deducted $100,000 - $249,999 100 Points Deducted $250,000 - $499,999 250 Points Deducted $500,000 - $999,999 500 Points Deducted > $1M Disqualified
*NOTE: The maximum amount that may be deducted from this category is 1,000 points. Thus, once the total number of large loss claims results in a deduction of at least 1,000 points only 1,000 points will be deducted, no further point deductions will be incurred for this category, and any deductions over 1,000 will be absolved so as not to further negatively impact your overall score. If at any time prior to the end of the contest period, you incur a claim that is $1 million or greater in gross incurred claims dollars, you will automatically be disqualified from the contest. National Interstate may evaluate gross incurred claims dollars for claims occurring during the loss evaluation period (6/30/2023 - 6/30/2024).

4. WORKERS’ COMPENSATION CLAIMS FREQUENCY Workers’ Compensation claims frequency will be measured as a percentage of claims occurring to $1M payroll during the loss evaluation period from 6/30/23-6/30/24. For example, if you have $2M payroll with 6 workers’ compensation claims, your claims frequency will be: 6 occurrences divided by $2M = 3% Please note that claims valued under $100 will not be included in this calculation. Points are earned as follows: Frequency Points Earned 0.0% - 0.5% 1,000 0.6% - 1.0% 750 1.1% - 1.5% 500 1.6% - 2.0% 250 >2.1% 0 5. WORKERS’ COMPENSATION CLAIMS REPORTING TIME Workers’ Compensation claims reporting time will be measured by comparing the claims reporting date to the occurrence date for claims occurring during the loss evaluation period from 6/30/23 - 6/30/24. 6. WORKERS’ COMPENSATION EXPERIENCE MODIFICATION (E-MOD) FACTOR One of the most important pieces of your workers’ compensation program is your company’s Experience Modification (e-Mod) factor. 7. BEST PRACTICE UTILIZATION Subcategories — (Participants' actions to be performed within Program Period)

A. Defensive Driver Program Maintain a Training Log to indicate at least 75 percent of your company drivers have taken defensive driver training. The defensive driver program must include a combination of behind the wheel and classroom training. NOTE: Any defensive driving training program is acceptable. Supply your Training Log as your documentation of training and you’ll get the points! B. Automated Event Recorders Camera technology is designed to monitor driver and passenger behaviors, identify unsafe driving habits, and correct those unsafe habits before they can turn into serious accidents. Provide evidence that at least 80 percent of company-owned and/or leased vehicles have dual facing AERs installed, and you will get the points! C. Towing & Recovery Industry Certification Provide evidence that at least 75 percent of your operators are certified by an accredited program, and you will get the points! Examples might include: Wreckmaster, TIMS, In Person SSTA Ultra Heavy Duty Training. D. Return to Work Program Verification that you have a formal, ‘Return-To-Work’ program in place. Participant must send their program details to earn the points. E. Monthly Safety/Claims Prevention Meeting Documentation that a safety and/or claims prevention meeting is conducted monthly. To receive points, the content must address a specific safety component (for example, preventing backing incidents, heat stress or vehicle inspection procedures.). To receive points, supply the monthly topics discussed and copies of two attendance logs during the evaluation period. F. Safety Incentive Program Evidence that you have a structured and consistent method of rewarding employees who get involved, identify potential hazards, make suggestions, and participate in creating positive change regarding workplace safety. Your program may be participation based (rewarding employees for actively participating in your safety program) or a combination of activity and result based (rewarding employees for a reduction of accidents/injuries). Upon receipt of evidence demonstrating an in-force safety incentive program, you’ll get the points! G. Wellness Program Evidence that you have a program to positively influence the physical health, mental health, and overall well-being of your employees. Common activities in a wellness program include: a company-sponsored exercise program, sleep apnea screening, subsidized gym memberships, education seminars, a smoking and tobacco cessation program, health screenings, and a weight-loss program. Your program may be self-managed, or you may work in conjunction with a third-party vendor or health insurance carrier. Upon receipt of evidence demonstrating an in-force wellness program, you’ll get the points!

SUBMISSIONS & DUE DATE Complete submissions must be received no later than August 31, 2024, to BestInTow@natl.com . A complete submission includes the following: • Most recent company-issued Auto and Workers' Compensation Loss Runs, inclusive of the loss evaluation period from 6/30/2023-6/30/2024, valued no earlier than 7/1/2024. • Loss runs must include loss date, date reported to company, and total incurred loss amount. • Total Payroll during 6/30/23 – 6/30/24. • Documentation for all applicable best practice subcategories as described in Section 7 of the program guidelines. • Completed Best in Tow Program Application.
AWARD AMOUNTS Based on the highest cumulative points earned for all categories, the top 3 best-in-class towing & recovery specialists will be awarded at the 2024 International Towing Museum Weekend following the end of the program period.
• First place will receive $10,000 • Second place will receive $5,000 • Third will receive $2,500
Additionally, TowCap Premier membership will contribute to the International Towing & Recovery Survivor Fund. NOTE: The first-place winner of the most recent Best in Tow Program is ineligible to receive first place for the 2023-2024 Best in Tow Program; however, the prior first-place winner is eligible for the second or third place award. If there is a tie, the awards will be split amongst the winning participants. National Interstate reserves the right to modify the terms of the program at any time. The inability to verify information based on documentation provided within the initial submission may result in no points being awarded or disqualification.
